POSITION SUMMARY 

Reporting to the Executive Director of Business Administration, the Human Resources Manager is responsible for Administering HR programs and processes to support a positive work environment and organizational goals. This role involves managing employee benefits programs, approving payroll, overseeing talent management initiatives, and facilitating organizational change. The manager will lead HR training efforts, administer performance management processes, and ensure compliance with legal and regulatory requirements. In addition, the HR Manager will support the institution’s Title IX initiatives by assisting with related training, reporting, and compliance efforts. With a focus on integrity, communication, and strategic thinking, the manager will foster positive relationships with internal and external stakeholders and drive continuous improvement in organizational effectiveness.

Position Specific Responsibilities  

  • Assist in developing and implementing HR strategies to improve the work environment, focusing on fostering inclusivity, productivity, and employee satisfaction. 

  • Cultivate and maintain strong relationships with benefit and system vendors, ensuring accurate management of billing and efficient coordination of HR department resources. 

  • Administer and oversee employee benefits programs, including health & wellness, paid time off, tuition remission, FMLA, etc., ensuring seamless and timely delivery of benefits to promote a positive employee experience. 

  • Lead University-wide HR training initiatives, equipping staff with essential knowledge on HR policies, procedures, and best practices, covering areas such as health and benefits, recruitment, onboarding, and compliance training. 

  • Enhance and evaluate the University’s new employee orientation program, facilitating a smooth transition for new hires and ensuring alignment with organizational goals and values. 

  • Oversee employee separations and coordinate offboarding procedures, ensuring compliance with relevant regulations and maintaining positive employer- employee relationships. 

  • Oversee and implement the University's talent management initiatives, ensuring effective recruitment, development, and retention processes.  

  • Oversee the administration of the performance management process, fostering a culture of continuous feedback, coaching, and professional development to drive employee engagement and performance excellence. 

  • Generate and analyze ongoing and ad-hoc reports on employee personnel information and data, providing valuable insights to inform decision-making and drive organizational effectiveness. 

  • Manage the administration and implementation of human resources policies, procedures, and handbooks, ensuring alignment with organizational goals, values, and legal requirements. 

  • Maintain the integrity of the HRIS system, overseeing data accuracy and security to support effective HR operations and decision-making. 

  • Provide coaching and mediation to employees, applying principles of the social covenant and facilitating constructive resolution of workplace conflicts. 

  • Engage in strategic planning in collaboration with leadership to identify HR opportunities and challenges, ensuring proactive implementation of HR programs and processes to support organizational success. 

  • Develop and manage department budget, allocating resources effectively to achieve departmental goals and support University strategic initiatives. 

  • Stay abreast of relevant laws and regulations at the local, state, and national levels, ensuring organizational compliance and providing guidance to managers and leadership on HR-related legal matters. 

  • Review, approve and oversee the payroll process. 

  • Assist the Title IX Coordinator in ensuring institutional compliance with Title IX regulations, including tracking and supporting the investigation and resolution of complaints related to sexual harassment, discrimination, and violence for both employees and students, while maintaining confidentiality and providing guidance to individuals filing complaints.

  • Comply with all policies, operating procedures, legal requirements, and verbal and written directives. 

  • Perform other related duties as assigned. 

  • Available to support in a coaching capacity to resource positions in departments across the University 

Supervisory Responsibilities 

  • Human Resources Coordinator 

QUALIFICATIONS 

Education: 

  • Bachelor’s degree in Human Resources Management, Business Administration, or related fields.  

Experience  

  • 3-5 years of experience working in an exempt-level position in two or more human resources disciplines. 

  • Higher education experience in human resources is preferred.
